Xbox keeps scrolling down

I've received an Xbox in November as a gift and when I tried to power it on it would just keep scrolling down, tried other controller still does the same thing, I tried soft reset hard reset update I even sent it to Microsoft 2 times to be fixed, guess
what it came back the same way I sent it... someone there is obviously not doing their job, how could you send the same console back to the customer twice with the same fault, do they even power them up to test the actual problem or just perform a hard reset
and send back... I'm really disappointed in the servica that Microsoft provides

Make sure the controller firmware is updated as well.

Hey there Amoeba thanks for keeping in touch.

To be quite honest this doesn't seem to be a console issue, this does however seem to be coming from the controller instead. Without sounding repetitive we suggest a >Soft
Factory Reset<
(while keeping games and apps, WITH THE CONTROLLER PLUGGED IN)
IF AND ONLY IF THE FOLLOWING CRITERIA IS MET:

There is a stable network connection.
The information for all profiles is known (email and passwords)

Once the setup is complete it will ask if we want to keep settings or manual setup
lets do manual setup since this will push through any updates to both controller and console. If however this doesn't do the trick then we suggest replace the controller. Give
it a shot and let us know of any changes!

Does it do this if you turn it on from the console without the controllers plugged in at all?

No, but as soon as you connect any controller it starts scrolling down
