Xbox keep stuck in the Syncing thing (tried many methods never works.)

Hi, I can't skip this "Syncing data" thing (Sorry, it's in Chinese) before any XBOX game in PC. "Syncing data" thing keep happened when I run Horizon 3 & 4, and even the Xbox accessories(update the wireless controller). I can't even change the Xbox controller
settings.

What I have tried?

1. Reboot the computer, Failed.

2. Delete the game, and reinstall from Microsoft store. Failed.

3. Delete the Microsoft store APP, Xbox APP, and reinstall it. Failed.

4. Reset/Restore the setting from Win10. Failed.

5. Using a VPN. Failed.

6. Using another gaming booster(VPN). Failed.

7. Disable the firewall. Failed.

8. Switch the DNS. Google DNS, Opendns. Failed.

9. Switch to another network, using my iPhone as Wi-Fi spot. Failed.

I'm so desperate, would anyone who can give me some advices?
