Xbox keep stuck in the Syncing thing (tried many methods never works.)

Hi, I can't skip this "Syncing data" thing (Sorry, it's in Chinese) before any XBOX game in PC. "Syncing data" thing keep happened when I run Horizon 3 & 4, and even the Xbox accessories(update the wireless controller). I can't even change the Xbox controller
settings.

Windows 10 Pro 1809 (Latest OS Build 17763.253)

Intel 7700k + 16G ram + GTX 1080

Xbox(beta), Version 44.44.7002.00000

Xbox Accessories, Version 300.1809.28002.0

Microsoft store, Version 11810.1001.12.0

Horizon 3, Version 1.0.125.2

Horizon 4, Version 1.228.387.2

What I have tried?

1. Reboot the computer, Failed.

2. Delete the game, and reinstall from Microsoft store. Failed.

3. Delete the Microsoft store APP, Xbox APP, and reinstall it. Failed.

4. Reset/Restore the setting from Win10. Failed.

5. Using a VPN. Failed.

6. Using another gaming booster(VPN). Failed.

7. Disable the firewall. Failed.

8. Switch the DNS. Google DNS, Opendns. Failed.

9. Switch to another network, using my iPhone as Wi-Fi spot. Failed.

I'm so desperate, would anyone who can give me some advices?

Not working. Same issue even after the clean boot.

My guess is that either the server problems from last night are causing this or your region is being blocked from connecting to xbox live.

Please make sure you're in one of the following countries:
http://www.xbox.com/live/countries

One more thing you could try is removing your Microsoft account from your computer and trying to log in again.

If this is not a network issue (xbox services were having trouble last night) it could
be that corrupted data may be causing your game not to
syncproperly.

Here are 2 methods on how to troubleshoot syncing issues:

Method 1: Here are steps on how to Uninstall and reinstall Xbox app:

1. Click Start, and then type Windows PowerShell on the search box.

2. Right-click, and then select Run as administrator.

3. Type the following command to uninstall Xbox app: Get-AppxPackage *xboxapp* | Remove-AppxPackage

4. Hit Enter.

Launch Windows Store and download the Xbox App.

Method 2: Perform a clean boot, this helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows
