xbox just wont let me make an account.

That could be a possibility, I think the next step would be chat with a Microsoft agent and ask them to look further on your account.

Yeah, I tried signing in that way as well, but it wouldn't let me. It states "An unexpected error occurred. Please try again later."

I've had this issue for quite some time.

I asked a friend to create an Xbox account with the problem account, but it still didn't work. I also tried it on the new administrator user, but it didn't work. I'm starting to suspect that the issue is primarily with the account.

Try both when possible, this helps us to isolate the issue

I tried it on another network, disabled my firewall, proxy, and antivirus software, and it still didn't work. I even tried it on my phone, I created my gamertag, but when I pressed the lets go button, it just stayed on the same screen.
