If the issue isn't happening with your other games, most likely it's a game bug from Rockstar games. I suggest that you try to reinstall those games.

Before that, you could try to perform a factory reset by keeping your games and apps to remove potentially corrupted data on your console.
Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Console info.
Select Reset console.
On the Reset your console? Please choose “Reset and keep my games & apps”

By the way, try first to reset/power cycle your router and console.

Press and hold the Xbox power button for 10 sec until it turns off. Unplug the power supply for 30 sec. Plug it back in and turn it on again.

On your router, unplug it from the power source too. Wait couple of minutes before turning it back on.

sounds like a typical Rockstar game... rockstar does a great job on the game worlds, and story lines, but they really fail when it comes to fair online play... GTA4 and Red Dead both had online problems that made to online version s unbearable after time.
