Xbox installed games not showing / missing - how to fix?

I have a new Xbox One X, purchased and set up at the end of October, which has received about 4 official (non-insider) Xbox OS updates over that time. Also during this time, I have installed a total of 65 games, with 34 on the internal 1TB drive and 31
on an external Western Digital 5TB drive that was purchased brand new just weeks ago.

I have had the Xbox power setting to power-saving (not instant-on).

What I'm experiencing is that I will turn on the Xbox, and then go to my Games and Apps, and only 1, or 3, or 7, or maybe 10 of my games will show as installed. Some of these that are shown are from the internal, and some are shown from the external. When
I go to storage settings, the data used for ALL of my installed games is still in use, but, again, the games are not showing as installed in My Games.

So, I restart the Xbox, and check again, and now it's a different set of 1, 3, or 7 games listed as installed from either or both internal and external storage. So I restart again, and then again, and then again.

In the past, usually one restart was enough to fix it, but now fixing it requires retarting multiple times, or even doing a complete shutdown (in the System-Power Settings menu), and sometimes even disconnecting my external 5TB drive, then starting it up,
and then reconnecting my external drive.

This is ridiculous.

I have just now changed my power setting from power-saving to instant-on, and, so far, with just one data point (restart), all my games are showing.

Would an Xbox system reset (factory restore) fix this problem?

Thanks for responding, 2nd power cycle worked for some reason... So will keep an eye on it

It's already my Home Xbox, but I will set it as home again. It just seems very unlikely my account has anything to do with whether the games installed locally on the device's storage actually show as being installed.

Again, I would start the Xbox, sign-in or not, only a few games are shown as installed when 65 are installed across internal and external storage. I restart it again, sign in or not, a few games, different from the last time, show as installed. So I keep
restarting, shutting down, etc until all the games that are installed are properly showing, and this happens regardless of whether I sign in or not.

Having to restart once for the Xbox to show all the installed games properly is absurd and bad enough, but over the last week (perhaps since the last update) it has required a handful of restarts and sometimes even disconnecting and reconnecting the external
drive.

I'm not sure why your games are not showing.

No power loss, that I'm aware of and it was on instant on... Though after first power cycle I put it to energy saving... And no USB hub, appreciate the response.
