Xbox Gold and play anywhere

We have 2 windows computers, 2 Apple Computers, an Xbox One and an Xbox One X. We set up the Family as instructed, and everything went well.

Initially the Xbox Gold worked for both the PC's and the Xbox One. Then All of a sudden it all stopped. I had Purchased Forza 7 and although we could Both play it on the Xbox One, only My wife could play it on the PC. We Also Purchased Forza Horizon 4 and
it played on both the Xbox profiles and the Window's PC profiles.

I thought it was Just a Glitch on Forza 7, but I bought the wife an Xbox One X for Christmas that came with Forza 7, this time it was loaded onto My Profile instead of my wife's. It overwrote the existing Forza 7, and started to play as normal. I went to
the computer and there was Still NO Forza 7 on my windows Profile!

Updates come in for Forza 7 and windows does the update on My profile, but I still cannot p[lay the game as I do not have it!

I used to be able to use the Xbox Gold subscription, but now I cannot.

I have checked the Windows Family Settings on both the computers and the Xbox's , its there and set up correctly. Yet it still does not work

Where is it going wrong!
