Xbox Games wont let me download games to alternate drives...

I'll preface this by saying that I've already done a brief search on the forums for this issue, and everyone seems to be trying to install on external drives. My drives are all internal drives.

I have 4 "drives" in my PC:

+ C: Drive - 128GB SSD for as a Boot drive.

+ E: Drive - 256GB NVMe drive for some games.

+ D: Drive - 1TB HDD for general storage.

+ R: Drive - 2x 1TB HDDs in Raid 0 for mass game storage.

The issue I'm having is that Xbox Games is only giving me the option to install games to my C: and E: drives, when I want to install on my R: drive.

If I go to Settings -> General -> "Change Where This App Installs Games By Default" and select my R: drive. It tells me "This location isn't set up for installing games" and tells me I have to set it as my default location for where new apps are stored. Reluctantly, I attempted to change this default location to my R: drive, but it instantly tells me that my R: drive cannot be used for apps, and must be formatted to a different filesystem. The R: drive is formatted as ReFS, but I've never had an issue with installing things here before. Not with Steam, Origin, Uplay, Windows 10 - anything. The error code I get is 0x80070032.

Unable to make that work, I went back to Settings -> General -> "Change Where This App Installs Games By Default" and tried changing it to my D: drive. I didn't get the same warning I got with the R: drive, so I figured I was good to go. I clicked "install" on the game, selected the D: drive now that it appeared as an option, and selected "Install All". The popup closed but the game never started downloading. No error or indication that something went wrong. I tried restarting xbox, and my PC, to no avail. Note that my D: drive is NTFS.

As a last attempt, I shrunk the size of my D: drive, and created a second partition I called H: drive with more than enough space for the game. Instantly the H: drive showed up and I was able to install it no problem.

Now, even when I set my D: drive to the default install location in the Settings, it doesn't show up (nor does R: drive) as an option for installs. This whole thing is ridiculous and I'm hoping someone can help explain how I can get the Xbox App to work with my R: drive. Formatting it is not an option.
