Xbox GamerTag not transferring to other email?

So I'm trying to change emails that are associated with my Xbox Live Account/ GamerTag. I met all the criteria to changing the current email to the new email I want to change to but it won't change and I did the process on my 360 but I get a error message
saying "Sorry, we can't change your Microsoft Account right now". Does it have something to do with me recently purchasing a Xbox One and I have to wait 30 days till I can change the current email to a new email? I would gladly appreciate it if anyone knows
what the problem is.

Xbox gamertag transfer help

Hi i have a question about gamertag transfer from the 360 to the one and i know i can find this anywhere but my situation is a bit different. My 360 has never been connected to the internet but obviously my xbox one has, so can I transfer my 360 gamertag/gamerscore to my current xbox one gamertag/gamerscore?

There are several reasons as to why an email cannot be changed but purchasing an Xbox One console is not among that list.

Here is a link on reasons why you may not be able to change your email.

If you don't fall into any of those categories and you still cannot change the email associated with your tag then give phone support a call to see if they can assist you. If you live in North America then dial 1-800-469-9269

Called 1-800-4my-Xbox was told they couldn't escalate my call. So I either had to chose a different email. Or as I was told by the support person my floor support supervisor told me it's really complicated and we can't escalate your issue so just try another
email

Create a new Windows Live ID and transfer the gamertag you don't use to the new email address. Then transfer your son's gamertag to your wife's email address.

As others said, there's no way to move game progress between accounts. You can change your email, change the xbox profile (gamertag) name, but not actually transfer that info to a whole separate account.
