    having the same issue when gamebar is not open in the foreground every other program can use the mic just not xbox or gamebar unless its on top.

    If it's brand new, the first thing I'd recommend doing is going to Settings > Update & Security > Windows Update and check if there are updates. Once that's done and updated (it might need to be done multiple times, so check until it says Windows is up
    to date), then open up the Windows 10 Store, click the three dots in the top right (after making sure you're signed in) and select Downloads and Updates. From there click "Get Updates" and verify all your apps are up to date.

    Once that is done, if you're still having issues, let us know!

    For your first concern, may we know if the icons are also broken in Windows Start Menu?

    When did this two concerns happen? Was there a recent Windows update or new application installed on your device?

    May we know if you are running some apps?



    We found similar thread that might be similar to what you have in second concern. Please check steps below from Xbox Game Bar - How to enable FPS counter on Windows.

    To use the FPS counter over your game, there are a few one-time steps you might need to take.

    Important You’ll need Xbox Game Bar version 3.34.11002.0 or later to use the FPS counter.

    1. Press Windows logo key + G to open Game Bar, then select Overlay menu > Performance.
    2. Choose the FPS tab, then press Request access.
    3. Follow the prompts, then restart your PC for the changes to take effect.
    When you launch a game, the FPS counter will be ready and waiting in the Xbox Game Bar.
