Xbox Game Streaming App not powering on the Xbox

You can't connect the Xbox 360 to the Xbox App. Only the Xbox One can stream to the Xbox App.

Long explanation:

The Xbox One has specifically resources reserved to record or stream the console's video output, so you can stream to Beam or Twitch, or record your Gameplay.

The Xbox 360 does not have these resources. And since compressing and streaming video requires a lot of CPU power, and the Xbox 360 is uses nearly 98% CPU resources for rendering games (the rest is used for Guide, Parties and background music), the Xbox
360 also can't get an update to allow game streaming.

In short: It's not possible to connect the Xbox App to the 360.

As long as your PC is powerful enough to run the Xbox Console companion app, then you should be able to stream to the PC fine. The Xbox does everything else to run the game.

The "click or tap here to continue" message appears in the Xbox app when the app is in the background and not in use. This is because the Xbox app is designed to save power when it is not actively used.

The Xbox One streams wirelessly to a pc that has windows 10 and the Xbox app installed on it.

It does not matter that a TV is connected to the Xbox One. The console does need to be powered on to stream.
