Xbox Game Pass Ultimate Signup Deal

I haven't had gamepass or live since probably the start of this year, February when my old one ran out. The new ultimate deal looks great and so I decided to sign up again. For some reason when I go to try to sign up for it, it tries to charge me 14.99/month
and will not give me the new deal. I've always been able to sign up for the special deals after going long periods without owning gamepass or live and would like to take advantage of this. What is going on and how can I get this resolved?
