1 - Type cmd (Command Prompt) in the search bar of the Start menu and then click Run as administrator.

you don't, microsoft encrypted the folders for that one install of windows, if you have a new machine then you need to download the majority of them, not sure about the ones in the xboxgames folders but you do for any stored in the windows apps folder, which is most of them.
