Well the first two make sense - your Xbox LIVE account is registered in the United States - you purchased a Microsoft Points card in the United States so that would work.

However, your 3rd point is not correct - content is region locked. This is why you have to have an account registered in the same country where you're located. The online store you're seeing is showing you content that's available to people in the United States,and
that content is only guaranteed to download properly while in the United States not elsewhere.
