Xbox Game Pass games after formating

theres any way to delete the games in this folder. because here are installed, but i can see this and it uses memory and i am reinstaling some games and when i try to open windows app folder it appears a security issue. i want to delete old game files

The games are installed in one drive, different from the one your format it? But you cannot see them on your apps?

as you have formatted and re installed windows this breaks the encryption on the windows app folder where the games are stored, unlike steam, origin etc windows does not do a file verification, the folder encryption is windows own drm, once broken you need to reinstall the games most of the time.

Usually all games played through Xbox or Xbox app upload your saves to the cloud. If your cloud saves got corrupted and are not being loaded anymore, unfortunately there's nothing to do.

But you can try to reinstall the game to see if it syncs to the cloud again. Or test other games to see if they are able to load their previous saves or not.
