Game Pass Ultimate is not available in Malaysia. So there's no way you'd be able to redeem that offer. There's no way to change that offer to give PC Game Pass as an alternate.

PC Game Pass is only available in your region because your region is not supported for other Xbox services that are included with Ultimate.

This method works for me, changed the PC and window regions to UK and download SoT from the UK site.

It could be region issues or it is because of Netherland region issues.

Sorry to hear about the issue. Just to confirm, are you trying to purchase the Xbox Game Pass for PC?

Make sure that your card was issued locally from Malaysia where it matches to your account region, physical location, and device settings region.

Serbia is not a supported region. PC Game Pass is available there, but nothing for the console. So you will run into issues with digital purchases.
