Xbox Game Pass (Beta) for PC - Region Restriction

Unfortunately some regions have this block, regarding your region has nothing announced that will have some update, I hope soon there will be something to be able to enjoy more of the services.

This method works for me, changed the PC and window regions to UK and download SoT from the UK site.

It could be region issues or it is because of Netherland region issues.
