From which country are you currently located as well?

Please note that for cloud gaming, it's required that you have an active Xbox Game Pass Ultimate subscription on your account.

Please clear the cache of your App on your android device by following the steps below:

Go to Settings > Apps, select the Xbox Game Pass app, then select Storage > Clear cache.

Also, please try to connect the controller on a different device to see if the same issue will occur, if yes it may it's the controller but if not you may need to have your new android phone checked.
