Xbox game bar does not show up in settings

My xbox game bar does not show up in any of my settings, and my xbox app on my pc is messed up, but that is for another time. I opened up my settings, looking for the gaming category that everyone has, but I do not. I searched through the settings, and
an option for controlling the game bar popped up. I tried to press on it, but it would not let me select it. My other, less important problem is that the app on my pc will not let me watch recordings, but my app on my phone will. Here is a screenshot of what
