It will be coming to Xbox. When? You're guess is as good as mine. There has been no offical announcement, and this is the reason why you can't pre-order it.

It will be released on PC first because PC is the lead development platform. The PC version is very demanding on hardware and needs a pretty high end PC to work well. This is a very complex game to get to work well on an an Xbox One, and the main reason
why the Xbox version isn't ready yet.

Flight Simulator is not available for the Xbox One.
