Xbox driver failing to install on Win 7 after reinstall

Hello,

I am having the strangest problem. I recently reinstalled my OS and Xbox was connected to my Media Center previously. Now I cannot get Windows Media Center to reconnect with Xbox. I traced the problem to the Windows 7 Xbox driver failing to install.
Everything else seems to be in order. Including:

The Xbox appears in Devices and Printers.

Within Network and Internet the full Network Map has a dotted line connecting the Xbox to the router.

In Programs and Features Microsoft Xbox 360 Accessories 1.2 appears.

But, in the Device Manager the Xbox appears under Other devices with a yellow flag. I try updating the driver and it fails.

I tried downloading the driver and it fails to install that way as well.

Error code 0x80073cf6 when installing Amazon video

Amazon video stopped working so I went to reinstall it. When I go to reinstall it, the Xbox sounds like it is trying to access the CD drive. It tries to install for a while and then fails.

After a hard reboot it appears to install but gives the above error code. After closing the error screen, the app is uninstalled again.

I can't find anything on the net for this code; any help would be appreciated.

Games reinstall when there's an update!!

The game updates are managed and controlled by each game developer. However, it should just install the update and not reinstall the game.

Someone posted the same issue with Destiny 2 after they canceled the update, they had to reinstall the game.

Are your games installed to an external hard drive? Maybe its trying to reinstall to the main hard drive on the Xbox?

You could try a hard reset but I'm not expecting that it would fix the issue.

Hard reset the Xbox by holding down the power button on the front of the Xbox for 15 seconds. After the 15 seconds let go of the power button then restart the Xbox.
