Xbox Downloads are broken - Live Services issue?

Since 10th of March (coinciding with the launch of Call of Duty Warfare), the xbox downloads have gone really slow / dropping out / completely stopping.

My usual speed is around 40-50MBps

Since this issue began, I have been downloading around 2mbps or slower. It took 2 days to download the new Ori game.

Testing speeds on the xbox console show the correct connection speeds

Did not resolve the issue.

(Hard restart, pausing all downloads, changing from eth to wifi and back, changing DNS to (eight x 4) & (eight x 2 & four x 2) + back to default) also did nothing!

I can stream thru the xbox (netflix, stan, etc) fine with no issues.

YouTube shows streaming speeds at the correct connection speeds too. (info for nerds stats on)

It is only xbox downloads of updates in the queue (paused downloads, cancelled them, tried 1 at a time, etc) this must be a Xbox side issue

Checking twitter / "xbox down" websites show people with similar issues

Today it has been announced that there are Xbox Live core issues but seem to exclude THIS issue.

I really think this needs to be added and investigated!
