    Hi wolf rageing,

    To download games when your Xbox is off, it must be in sleep mode.

    To change this setting:

    1. Press the Xbox button to open the guide.
    2. Select Profile & system > Settings > General > Power options.
    3. Select the Sleep option.

    Try going back to the "Settings App" then select "System," then "Updates & Downloads" and select all four boxes.
    This worked for me when I had issues last year. Works perfectly now.
