Xbox doesn't accept my billing information

I live in Doha Qatar and that is where I bought my Xbox 360. I don't normally buy memberships or codes because it's too expensive. However, I saw an exclusive offer on my Xbox home saying they will give out a 1 month for 1$ only, this offer will however
end in 5 days (it originally started 14 days ago but I still haven't figured out how to purchase). When I tried to purchase it, it asked for my billing information:

Billing Address:

City:

State:

Zip code:

Phone:

What should I put in these? My country doesn't have a zip code and state and whenever I tried to put my credit card zip code and my true address it just says "The city, state, and zip code you entered aren't valid, please enter a valid city, state and
zip code." This is very frustrating because I don't want to miss the 1$ offer.

www.billing.microsoft.com if it is, and you might want to call Xbox Support and talk with the bill department as they will be able to help you.

i can't currently access that as it is tries to send a code to an email address i havent used in years but is due to update to a newer one in january but i have checked the billing information saved in the xbox account settings and it is correct and i have
used the same information saved there for my new card i am trying to use.

what is the number for xbox support?

 

I'm guessing that you have a US profile. That's the issue you're starting with and you're going to have a bunch while in Qatar. Your profile region needs to match your actual physical region or you will have trouble with billing and with some content.
