    This is not normal and you should investigate, as suggested above, your ISP and the network hardware you are using to connect your console to the internet and then to XBox Live.

    It sounds like you have a network hardware or line fault, not a console fault.

    If you discount all network hardware failures, I would suspect any peripheral device that has the same issue would require a repair, or update.

    Check how old your hardware is, it could require a firmware update or replacement.
