There are a few other recent threads reporting payment errors with the Xbox Developer program.

You would need to email id@xbox.com or send them a DM on Twitter @ID_Xbox as they’re the only ones who can advise further.

Check your account status: Make sure you have fully registered the app developer account in the previous step

Check the status of the servers: There may be a problem with the servers that process payments

Try from another browser and in incognito mode. Test from other devices, networks and computers. If the same thing happens to all of them, then the problem must be with your Microsoft account and the Reward service.

I find it unacceptable that the card works to renew the GamePass monthly fee, like buying other products, and not in this case.

I've already canceled the GamePass renewal, and as I said, there are other alternatives (PS5, Switch).

What annoys me the most is that I've been certified by Microsoft as a Software Engineer since 2007 and this is how they treat people who have always followed them, also, in this case, there are interesting alternatives in the Linux "world" that I've been using as work tools for some time.

Thank you very much for trying to help me, but everything seems fine, I have active Visual Studio and Game Pass subscriptions, I've never had a problem with these, I only see one reason, MS is blocking the creation of a Developer account, I don't know which one the reason... anyway.

As I see that there is no resolution, I'm going to give up, put the console up for sale and embark on this new adventure on a competing console that I also have and that I haven't had any problems with, just from studying the "Dev Kit" which is something very specific.

I'm sorry, but I have other options that are not so "complicated" to resolve.

Developer mode was created to let users with development skills make games and apps for the Xbox platform using the Universal Windows Platform structure. Indeed, the payment to unlock developer mode is there to register you as a developer, regardless of whether you intend to develop for the platform or not.

Despite supporting UWP, developer mode is still locked down and can not be used to 'hack' the system and make it run software that it is not designed to run. It's a developer tool, not a hacking tool.

There are limitations on hardware resources in DEV mode regarding RAM allocation and CPU/GPU features. So, you can forget about running Windows or fully fledged PC games on your Xbox in developer mode. And it won't be possible to make third party USB devices work on your console either.
