    I hope to see you well!

    Several times I am unable to make the payment to activate the Developer Account for XBox using the steps in this link: "https://learn.microsoft.com/en-us/windows/uwp/xbox-apps/devkit-activation". I contacted my bank, which informed me that everything was ok on their side and that it was you who were blocking the payment. My question is, why does it work for purchases (Game Pass, games, etc.), when activating this functionality to enter the world of application and game development (I'm a computer engineer) is being blocked by you?
