Xbox Developer mode device limit

I am trying to activate one of our Xbox series S in developer mode. we already have 3 devices registered and this fourth device is coming up with a message reading "The max amount of UWA devices has been reached for this account.".

I cant find where it states we have a device limits or any information on how to go about increasing it.

Can you advice me on the documentation that shows the device limit and if this is normal? if it is normal is there a way to increase the device limit?

The page on the partner center shows 3 pages of 15 rows so it seems there is a way to have more consoles in dev mode.

well he may be a small indie dev, until you know he is not actually a dev then nobody can assume anything.

Hello, from what I researched you can only have a limit of 3 devices. I haven't found anything yet that talks about increasing devices.

Well it's only meant for developers

You aren't supposed to use it as a consumer to sideload apps offline

(You can't use them online)

If you are a dev why would you have more then 3 test machines

Series x or s plus any Xbox one as if you build for Xbox one you build for all the other consoles

Developer mode was created to let users with development skills make games and apps for the Xbox platform using the Universal Windows Platform structure. Indeed, the payment to unlock developer mode is there to register you as a developer, regardless of whether you intend to develop for the platform or not.

Despite supporting UWP, developer mode is still locked down and can not be used to 'hack' the system and make it run software that it is not designed to run. It's a developer tool, not a hacking tool.

There are limitations on hardware resources in DEV mode regarding RAM allocation and CPU/GPU features. So, you can forget about running Windows or fully fledged PC games on your Xbox in developer mode. And it won't be possible to make third party USB devices work on your console either.
