Xbox Content not available across consoles

I have 2 Xbox ones. They are set up with family sharing and seems to be going well except for one case. I have Mortal Kombat X on the home xbox (in the office) and downloaded the expansion to have all the characters on my account. I then go to the basement
and log into my account. I am able to play Mortal Kombat but the expansion is not showing. When I view the purchased expansion on the store it states I already purchased it and should download it on the main account. That has already been done.

1. Home console logged in with main parent user account - account XYZ.

2. Purchased Mortal Kombat expansion on main account XYZ.

3. Shows on the home console main account XYZ with all the characters.

4. Log into basement family shared Xbox with the same XYZ account.

5. Mortal Kombat shows up but the expansion with the characters is not available.

6. Go to store and states I already have it and need to download it on the main home xbox. That is already done because I play it.

I do I now what is sharable before purchase? Then I can decide on what Xbox to make purchases on depending on where the game will most likely be played.

All of my content has been on this xbox and it still asks them to pay to download, is there a process to go through of making the content available across the gamertags?

Season pass content will be available across all profiles, but in-game rewards would only be available to the account that originally made the purchase.
