Xbox console says my account is permanently banned, the enforcement website says its a 14...

I'm trying to help my little brother with an issue with his account. When he logs onto his Xbox it says he is banned and to contact the enforcement team. When he logs into the enforcement teams website it says he is in good standing and has had 0 enforcement actions taken against him. He can't appeal the ban because it shows he isn't banned. He has contacted Microsoft support twice and after about 30 minutes the reps have both told him they have no idea how to help and can't assist him in contacting the enforcement team. It doesn't say anything about a device ban, just his account. Basically, he just bought a brand new Series X a few months ago, has his Xbox live/Gamepass paid up for almost two years, and can't use any of it.

When I talked to support they said the site is being worked on atm. That could be why

Well the console says permanently and when I go into enforcement action there's nothing there I'd have to say Microsoft must be the hardest company in the world to gey hold off been trying for a week as this happened last Friday at 3pm did get an email at 3pm last Friday saying enforcement action but no details to why or for how long and if it is a permanent one I can't cancel my subscriptions as I have 5 on the profile I can't access and surely people should get a full refund for everything they purchased as they own the products why people don't buy discs these days

How do you even contact the enforcement team I've got nothing on my account saying I'm banned on the enforcement part yet turn on console I'm permanently banned
