    I am receiving the above error on my Windows 10 machine, not an insider, and having version 1909 installed. These are the results of the Xbox Console Companion test (my app is in Greek so translations might not be exactly accurate):

    • Internet Connection: Connected
    • Xbox Live services: Up
    • NAT Type: Open
    • Server Connection: Up
    • Latency: 60ms
    • Packet Loss: 0%

    Here are the results from the Xbox Live gaming test through the Settings app of Windows 10.

    • Internet connection: Up
    • Xbox Live services: Up and Running
    • Latency: 210ms
    • NAT Type: Open
    • Server Connection: Up and Running

    Finally, here are the results of my network speed test on Xbox One (I can join parties normally through the Xbox One):

    • Internet Connection Test: Connected
    • Download Speed: 49.74 Mbps
    • Upload Speed: 4.48 Mbps
    • Packet Loss: 0%
    • MTU: 1480
    • Latency: 53ms
    • Multiplayer connection: No problems with connection to multiplayer
    • NAT Type: Open

    My Windows 10 PC is connected to the same network as my Xbox which connects to Parties normally. Also, I have a 2nd Windows 10 PC and two Android phones which connect to parties normally. The issue appears to be specifically with this one PC.

    For this PC I have tried:

    • Every possible solution reported on Xbox.com
      here
      and
      here
    • Disabled and re-enabled teredo
    • Attempting to use Game Bar app (it isn't connecting to parties either)
    • Reseting Xbox Game Bar, Xbox Console Companion and Xbox Live apps
    • Switching to a different account (the other account can't connect either)
    • Reseting network adapter
    • Reinstalling network adapter
    • Disabling Windows Firewall (which is the only firewall I use)
    And I still receive the same issue. This PC was able to connect normally to parties until I performed a system restore without deleting personal data. Please help with my issue, I don't know which setting is broken and is preventing me from joining parties.

    with this msg "network setting(s) are blocking party chat" with this error code 0x89231807
    Hi there

    Your nat settings might be preventing you from this. Either a console restart or router restart might fix this.

    I have made some research and found that this issue is related to the 32 bit Χbox App. I have clean installed Windows 10 32 bit on 2 machines and the Xbox Console Companion will fail to connect to parties (especially partys containing PCs and mobile phones
    - I managed to connect to a party chat with 1 other friend playing on Xbox). Installing 64 bit Windows on both, same machines resolves the error and I can connect to parties normally. Returning to 32 bit brings the error back. I have submitted this feedback
    through the app on Windows. You should take a look at this.

    Firewall or windows defender are doing somethingbto prevent comms, make sure to add the xbox app to the whitelist just to be sure...
