If you mean the games that you can see when on the store page on the console companion app, then yes they are on Xbox, and you buy them for your Xbox. And they will be downloaded to your home Xbox automatically.

If your trying to buy games that you have on pc some game you just need to buy once, you bout some guys ans works on pc and xbox one.

Yes the Xbox companion app store games will be available on your Xbox when I'm out I often browse the store using the app and set them to remotely install for when I get home
