Not all xbox live regions are gamepass compatible and they are more likely to get it before new regions

As per the Cloud Gaming FAQ "Cloud gaming with Xbox Game Pass Ultimate is available in 22 countries across North America and Europe, plus South Korea. Visit xbox.com/regions for details. This is the first stage of a multi-year journey and we will be adding more countries over time."

I recommend that you visit Xbox Wire for all up-to-date info on Xbox related content.

Normally you would need to migrate your account region to fix the issue, but Iceland is not supported by Live so it would not be possible to set your account region to Iceland or purchase Game Pass from Iceland.

If you but your Xbox on Iceland, must have the right electrical plug.
