If you want to know if the controller is compatible with your Chromebook for use with Xbox Cloud Gaming, then according to the following website where a list of controllers compatible with Xbox Cloud Gaming is shown, it seems that the wired 8BitDo Ultimate controller is not compatible:

For now, the only 8BitDo controllers compatible with the Xbox Cloud Gaming are:

- SN30 Pro Controller for Xbox Cloud Gaming on Android.
- N30 Pro 2.

Yes, currently, it's only possible to use controllers to play on Xbox Cloud Gaming, regardless of the device you are using. This means that if you play Xbox Cloud Gaming on a PC, for example, you won't be able to use the keyboard and mouse.
