If Microsoft is not been able to confirm ownership from the answers provided, then, for privacy and security reasons, Microsoft will not give access to the account

Ato isn't the same as a case review

However as mentioned you are still responsible for actions on the account if permanent suspension if denied then it would've been something bad and not reversible only things like gamerscore reset can be reversed in such case but you'd never be able to earn those achievements again

My case accually ended. They said they couldn’t do anything so they blocked the account.

Is there an option where I can go to xbox support and request a ATO ?
