Xbox Apps Won't Download (Bing, Twitch)

So I've had this problem with my Xbox One and my Xbox One X on my phone's hotspot and on my internet. I try to download an app from the microsoft store like Bing or Twitch and all I get is it says it's started downloading and I can check the progress in queue but whenever I go there it never has a download speed and never gets past 0.0%. My Microsoft store says it needs to update but does the same as the first two, games and such download with ease it's only apps, and I can play online easily. I've tried resetting my console, unplugging my external had drive, hard restart, connecting it to the Xbox app and tried everything else from a helper on xbox support as well as searched through countless forum posts scattered around the internet to find that none of those have ever been answered and only closed with no resolution so I need advice please because I Would like to be able to download and update my apps.

Hi there Arigonzo! Christopher here, an Xbox fan and been on Xbox for years already. I would really love to make your day by helping you out. We can try the following steps to improve your connection and see if you can download afterwards.

Open the Xbox Guide by pressing the guide button on the controller and select

Settings.

Select Network Settings.

Select Advanced Settings.

Under Change Settings select Alternate MAC Address.

Select Clear.

Allow the console to restart when prompted.

Like deleting all my games? I would really rather just have no apps to be honest

Okay, have you tried factory resetting the console? (Keeping your games and apps)

You can redownload them without an issue!
