Xbox app updating games by itself disragarding any restrictions

Hello.

I've started using Gamepass for PC just recently and around that time I started to notice high network usage by "Delivery Optimization" service. It uses 90-95 Mbps and this is a problem because it messes with my remote work process, because my total bandwith is 100 Mbps and the remaining bandwith is not enough for my work tools. I have limits set for "Delivery optimization" in the updates advanced options — it's "5% of bandwith" for background and foreground. As you can see, 90 Mbps is WAY more than 5% of 100 Mbps.

I tried to disable delivery optimization service completely through registry and it stopped downloading.
But later when I opened the Xbox app and saw that one of my games needs an update I wasn't able to make it download the update until I reverted the disabling of Delivery optimization.

Also to clarify my confusion: everytime I notice the DO misbehaving the Xbox app is NOT running (not actively, nor in system tray) AND I have Automatic Updates disabled in the app (and in Microsoft Store).

My questions are:
Why is this Delivery Optimization service the main update source for the Xbox app if it was supposed to only "help" with updates?
Why is it using more bandwith than it is allowed to by it's settings?
Why is the Xbox app updating games automatically even though the auto update setting is disabled?
And how to fix all those problems?

1. PC — it's updated enough. Not the latest (because it's actually follows the restrictions I set for it) but not very outdated (a bunch of updates installed a couple of days before I created this thread). Xbox app — yes, it has the latest stuff. Thanks to, you know, the problem I'm trying to solve here.

do you have the latest update on both your PC device and the Xbox app?
Did you have your Xbox app set as "open automatically at launch"?

Welcome to Xbox Community Forums. We appreciate for sharing your concern with us and we hope that you are doing well today.

All games available through the Xbox Game Pass for PC are installed from the Microsoft Store app on Windows. The Xbox (Beta) app is just an extension of the Microsoft Store to easily launch and manage your games that you get from the subscription among other Xbox Live features. The Xbox (Beta) app does not need to be running for updates to occur automatically because the updates initiate from the Microsoft Store which is always running in the background when you boot up your PC.

You can disable auto updates to games and apps in the Microsoft Store through the Store's settings.

Select the Start screen, then select Microsoft Store.
In Microsoft Store at the upper right, select the account menu (the three dots) and then select Settings.
Under App updates, set Update apps automatically to Off.

You can also manually pause or cancel updates if they do start through the download queue in the Microsoft Store. To get to the queue select the account menu (the three dots) > Downloads and updates.

It's okay, you can stop monitoring, I have already realised that there will be no useful info from officials, so I'd rather wait and see if some other user had the same problem and maybe found out the fix by themselves.
I didn't answer to your last question because it seemed completely pointless and even autogenerated.
