Xbox App startup setting "run app in the background" doesn't work.

Kindly open Xbox app, click the profile menu in the top-left and select the Settings option. > General. Then turn off the “Automatically launch app at startup” option then clear the “Keep the app running in the background when I close it” option to prevent the app from running after closing the app.

This app doesn't have the option for a open file location so I can't put the link on the startup folder as you suggested with Windows logo key + R, type shell:startup.

I can create a link over the desktop and then put it in the startup folder but the options that I wish to use run minimized doesn't work at all.

I may not have a lot of knowledge over windows but in the past, this app launched after login and in the background all being choosen on the apps settings and now even if those options are checked the app doesn't lauch at all.

So your statement that if there isn't a link the app can't launch at startup is erroneous for this case. If this information is recent (last two months) and is the cause of my problem then my apologies.

Can you check in Settings > Privacy > Background Apps and check that the Xbox App is set to On so that it can run in the background?

For me the solution was to switch on "Let apps run in the background" in the Windows settings (in Windows 10 it's Windows Settings->Privacy->Background apps), for Microsoft Jigsaw,

Microsoft Store and Xbox. Before that, I couldn't download anything; afterwards everything started to work properly.

This situation you are having is already known by the community that plays Forza Horizon 4 on pc, it is a BUG that can be caused due to NVIDIA GEFORCE EXPERIENCE, even choosing not to use the Nvidia settings the problem can still happen. I recommend tending to the solution below, please.

Make sure you have GeForce Experience running in the background. If you have an Nvidia card, that particular app will try to enforce the game's settings (which you can change through the app), meaning it will reset your settings based on how it's configured in the app itself.

If it's running, try quitting (and tell it not to run on Windows startup). If that doesn't work, run it, but make sure the settings match what you want in the app itself.
