Xbox app refuses to work on my laptop

So starting near the end of August, my Xbox app suddenly stopped working. Time and time again I tried to fix it with no avail. Just 5 minutes ago, I uninstalled the app and reinstalled it and it still didn't work. I even tried making a new account and it
didn't work. I tried getting the Xbox app beta and it didn't work. All the suggestions that people give to fix the app had not worked for me. The error code I'm getting is probably part of the reason: (0x409) 0x83750007

it seems to be a combination of two error codes people are getting and I want to fix this immediately

Halo app not loading

I downloaded the halo 5 forge app from the windows store on both my pc and laptop. On my pc it works fine, however on my laptop the halo app refuses to load. The forge app opens to the splash screen (halo logo on black) then decides it needs to close and
open the halo app, because f***knows why, at which point I'm again left with an endless splash screen. Why does this happen and how can I fix it?

I have an xbox music pass subscription and two devices: laptop and surface.



I purchased Skyfall by Adele on my laptop and added it to a playlist. On my SUrface, however, the song is greyed out and says that it is not available. When I search for it on the surface, it only allows me to preview the song and wants me to purchase it
again.



Both music apps are logged in to the same Microsoft account. I've tried reinstalling the app as well as syncing app licenses. I refuse to buy the song again and want this to work as advertised.
