In the meantime try this when you change region to German again:
Open Settings, click Update and Security and then Windows Update;

Click Check for Updates;

Click the Download and Install Now option, if available;

Also, check the Microsoft Store for any updates on the Xbox apps and its services.

Then try this:

Go to windows settings > apps > search for gaming services app > click on it and select advanced options.

After that, click repair and then restore,

Then do the same for the Xbox app:

Go to windows settings > apps > search for Xbox app > click on it and select advanced options.

After that, click repair and then restore, open the app and try again

• I created a new LiveID
  
• I bought a new GamePass
  
• I set my high end Gaming PC to factory default
  
• I reinstalled Windows 11.
  
• I (only) installed the Xbox app
  
• Same results.. [Checking for updates...]
  

I found the reason already: I'm German. Switching the region of my windows to UK made it work.

I don't like to have my PC in UK region because of the XBox app. Please let me know, when the German servers are working again.

That's very odd buddy.
Right now all Xbox live status are up and running in Germany

Another option could be try with another internet connection to see if the issue persists mate.

Or un install the most recent windows 11 update
