if anything was deleted out of the windows app folder then that can stop most of those functions as they are stored in there, also if he changed any of the folder permissions for that folder that can also affect it.

what i usually do for apps and store programs being stuck after install is right click c drive and run disk cleanup, select all check boxes and clear, then do it again this time select cleanup up system files, this usually clears it.
