Im afraid you cant cross platform on GTA V there is still a fare few games out there that you can like MODERN WARFARE, FORTNITE and Atlas.

Could you perhaps give a little more detail, are you getting an error trying to download the game or is there no download button and only a purchase button? Are you using the Gamepass Beta app for PC or navigating the Microsoft Store?

Regarding the cross-platform it depends on the game not all games are cross-platform this choice is left to the game developers.

I apologize but it is not possible to get Sea of Thieves for free through the Microsoft Store if you bought it on Steam. This is due to the fact that buying a game on one platform (Steam) does not get you access to it automatically on another platform (Microsoft Store). Moreover, the Microsoft Store does not automatically grant you access to PC games if you have an Xbox account.
