XBOX app for Windows 10 won't let me sign in nor download games.

I hope you are doing well today. Welcome to the Xbox Community. Thank you for reaching out to Xbox Forums. You are having issues with the Xbox Game Pass and not signing in and downloading games. Do you get a pop-up sign-in window when you attempt to sign in? If so, is it a blank pop-up? Could you please provide me a screenshot of both errors? Also, thank you for giving me the steps you have already taken to try and resolve this problem. I will provide a suggestion, and let's start there, and then we can try a couple of other things.

Reset Windows 10 store & Xbox app

1. Open Settings.

2. Go to Apps -> Apps & features.

3. On the right side, look for Microsoft Store/Xbox App and click it.

4. The advanced options link will appear. Click it

5. Next, click on the Reset button to reset Microsoft Store/Xbox App to default setting

Format Secondary drive

Formatting to NTFS is also required for backing up games and captures on external storage devices connected to Windows PCs.

Play games offline on Windows 10 using Offline mode; this error could also be attributed to issues with the Microsoft store not recognizing your entitlement to the game. Would you please click on this link Play games offline on Windows 10 using Offline mode | Xbox Support. Then scroll down and click on the drop-down arrow and look at the steps for How to enable offline play on your device

Xbox Insider Program:

Join the Xbox insider program on windows. Follow the steps where it says how do I get started and join the Windows gaming. Then once the join button goes to manage, update the Xbox app. This will give you the newest features.

Once you have done this, open the Xbox App and attempt to sign in, and confirm that you can. Then On the Xbox app

• Click on your profile and choose settings
  
• Then general
  
• Scroll to where it says Game install options
  
• make sure that Ask me for install options on every install is checked marked
  
• you can even change the game folder on where the games install

Thanks for the reply! Unfortunately, you will need to click the install to download any digital content for PC.

If you have a Windows 10 device, you can now use the Xbox app to connect to the Xbox Live service.
