Xbox app doesn't continue download my game

Thanks, I don't think it's a ToU issue as I can still use the store to buy and install apps and games, just it only downloads after a restart, it also doesn't seem to impact xbox live. If a game is already running when I access the store it will continue
to run including Xbox live features.

You bet, BUTTA! You can even start playing your game while it continues to download and install. You can view the progress of those downloads by pressing the Xbox button on your controller, and then go to My Games and Apps.
