The availability of updates for both the device and the affected games, corrupted game profile data as well as your Xbox profile are several factors that we have to consider when troubleshooting issues with launching games offline. We also need to verify
that the games can indeed be played offline. To determine if the games are capable of being played offline, we suggest that you check the game’s system requirements.

You can set your Xbox One up anywhere that has an internet connection that you are able to access. After downloading the day one patch, you can then put the console back and play your games offline.

There are two requirements that need to be met in order to play games offline.

1. The console needs to be your profiles home console.

2. While the console is connected to the internet you need to go into network settings and go into offline mode.

So I need to select "Offline Mode" before taking it anywhere then rather than just unplug the ethernet cable so games will play?

Correct, and just to add a reference point,
this is covered on this page, here. It specifically says:

• Purchases from Movies & TV are not downloaded to your console but are streamed over the Internet to your console or other Movies & TV-compatible devices. For more information, see Microsoft
  Store: Movies & TV.

Now, what you CAN do with that, is sign up for
Movies Anywhere. Then all of your eligible Microsoft Movies & TV content will sync over with Movies Anywhere and then you could use a service that DOES allow you to download and watch the movie offline, though through a very cursory search does not look
like there is an option on Xbox One? Vudu is a Movies Anywhere app, though I have never used it to see if you can download titles for offline play.
