Sadly no. They are saying Microsoft is in charge of doing the return.

You're welcome; I checked the Xbox All Access upgrade eligibility site. I noticed that these are the requirements to upgrade. Also, when in June 2020 was this console purchased? As it might be that it has to be date and month. Meaning if you bought the console on June 18th, 2020, 18 months would be Dec 18th, 2020, when you are eligible. Have you tried the steps detailed below by the website? I wanted to provide some additional info as I continue to work with my colleagues.

1. Complete upgrade purchase:

Purchase Xbox Series X or Xbox Series S with Xbox All Access at any participating retailer (subject to availability).
The following criteria will be used to determine eligibility for upgrade purchase:

• You must have an existing Citizens One Line of Credit for Xbox All Access in your name.
  
• Your payments must be current and not past due.
  
• You must have sufficient funds available in the Citizens One Line of Credit for Xbox All Access to make a purchase.
  

2. Select “upgrade” in post-purchase email from Citizens One

Upon completion of your Xbox Series X or Xbox Series S purchase with Xbox All Access, you’ll receive an email from Citizens One asking you to confirm your intent to upgrade. This is a required step to ensure you receive a trade-in kit to mail back your original console as part of the upgrade process.

Note: If you do not respond to confirm your intent to upgrade, you will not receive a trade-in kit and your monthly payments for your original Xbox All Access purchase will continue until you’ve paid off the full remaining balance of your original Xbox All Access purchase.

3. Complete minimum required payments:

Continue to make monthly payments on your original Xbox All Access purchase until your minimum payment requirement for upgrade is met. Learn more about your progress toward the minimum payment requirement at the “Check your upgrade payment status” link above.

Once you complete the minimum required payments, as long as you have confirmed your intent to upgrade with Citizens One, your monthly payments for the original Xbox All Access purchase will be placed on hold, and you will be mailed a trade-in kit

4. Trade in original Xbox All Access console bundle:

• Use the trade-in kit to mail back your original Xbox All Access console bundle including: (a) the Xbox One console, (b) controller and (c) power cord. The trade-in kit will not be accepted by Xbox All Access retailers, it must be mailed back using the provided shipping label and box.
  
• All 3 items (Xbox One console, controller and power cord) must be in good condition and mailed back within 14 days of receiving the trade-in kit or you will be charged for the remaining balance of your console.
  
• Once you mail back your trade-in kit and your upgrade is confirmed, you will no longer owe the remaining balance on the original Xbox All Access purchase.
  
• You will receive an email to confirm your upgrade is complete.

So, to make sure I understand, I will recap what you have explained; also, I will need some additional information. The console you purchased via Xbox All Access is an Xbox One X, Xbox One S, or Xbox One S All-digital (has no disc drive). Are you now looking to upgrade that first console to an Xbox Series S or X? Second, you stated that you decided not to upgrade the original console, when purchasing your second console? Now, you want to upgrade the 1st Xbox you purchased with the program, and it's not allowing you?

1. Would you please confirm which console you initially purchased the first time you used the Xbox All Access program?
   
2. What was Citizen One's response when you contacted them? When inquiring about upgrading your original console?

Upgrade Summary

If you meet certain eligibility requirements, you are eligible to upgrade your Xbox One X, Xbox One S, or Xbox One S All-Digital Edition console purchased with Xbox All Access to the Xbox Series X or Xbox Series S consoles. In order to upgrade, you must trade in your existing Xbox One console (in good condition) and purchase an Xbox Series X or Xbox Series S console with Xbox All Access, under a new 24-month agreement. New contract, terms, and pricing required for upgrade; monthly payments may be higher.

Note: You can purchase Xbox Series X or Xbox Series S with Xbox All Access at any time, including during the pre-order window, from any participating Xbox All Access retailer (subject to availability) without having to wait to complete your minimum payment requirements for upgrade. You will still have to continue to make the remaining payments on your original Xbox All Access console until you have met the minimum payment requirements.

You may upgrade from Xbox One X, Xbox One S, and Xbox One S All-Digital Edition to the Xbox Series X or Xbox Series S consoles only. Upgrading from Xbox One S All-Digital Edition will require payment of an upgrade fee (USD$20); upgrading from Xbox One X and Xbox One S does not require payment of an upgrade fee

Upgrade Eligibility. You must meet all of the following eligibility requirements in order to exercise the option to upgrade to the next Xbox console:

Upgrade Process. You must complete all of the following steps to upgrade to the Xbox Series X or Xbox Series S consoles through Xbox All Access:

• You must agree to enter into a new 24-month Xbox All Access contract with Citizens One. Financing is subject to approval by Citizens One and will be provided in accordance with Citizens One's applicable credit terms and conditions. • After you have purchased a new Xbox All Access bundle with Xbox Series X or Xbox Series S, you will receive an email from Citizens One asking you to confirm that you want to trade in your original Xbox All Access console. You must follow the instructions in this email in order to trade in your original Xbox All Access console.
  
• If you have not yet met your minimum payment requirement (described in the bullet below), you must continue making payments on your original Xbox All Access purchase and your new Xbox All Access purchase until your minimum payment requirement on your original Xbox All Access purchase is met.
  
• Once you have reached 18 monthly payments on your 24-month contract (or the equivalent of 12 monthly payments if you purchased an Xbox One X between November 18, 2019 and December 31, 2019) for your original Xbox All Access purchase, as long as you have confirmed your intent to upgrade with Citizens One, your monthly payments for the original Xbox All Access purchase will be placed on hold, and you will be mailed a trade-in kit.
  
• You must ship your original Xbox All Access console, power supply unit (charging cable), and one controller in good condition (meeting the condition requirements set forth below) within 14 days of receipt of the trade-in kit in accordance with the "Trade-in Process" section below.
  

Trade-in Process. You must follow the instructions provided to you by Citizens One to trade-in the original console.

Within 3-5 business days after you complete the minimum number of payments on your original Xbox All Access purchase, as long as you have indicated your intent to upgrade with Citizens One, you will receive a special trade-in kit in the mail, along with a return label, allowing you to trade in the original Xbox All Access console, controller, and power supply unit. Do not return your original Xbox All Access console to the original retailer you purchased it from.

You must trade in your original Xbox All Access console, power supply unit and controller in good condition. PLEASE NOTE: You should ONLY trade in your console and the power supply unit (charging cable) and one controller. You should NOT trade in any other accessories (e.g., additional controllers, headsets), or any optional components purchased with the original console. If you send your accessories with your console to the trade-in partner, your accessories WILL NOT be returned to you and will be recycled in accordance with Responsible Recycling standards.

Traded-in consoles must meet the following requirements to be deemed to be in "good condition":

• The power supply unit (charging cable) must be included;
  
• A functional, standard controller must be included;
  
• The console must turn on and boot up to the start screen; and
  
• The housing must be completely intact without cracks or missing parts and cannot have any etchings or asset tags.
  

The determination of whether the console is in "good condition" will be made by the trade-in partner once your console has been received.

Do not ship the console without receiving the trade-in kit and label. Follow the instructions to ship the original console. You will have 14 days from the date you receive your trade-in kit to ship your original Xbox All Access console, controller and power unit. If you do not ship your console, controller and power unit within the allotted time or you choose to keep the original console, you will continue to be responsible for monthly payments for the original console (and the new Xbox All Access console) as they become due under your credit agreements with Citizens One.

If you trade in the console within the allotted time and the console has been determined to be in "good condition," as outlined above, you will be released from your remaining payment obligations on the original console.

If your original Xbox All Access console is determined not to be in "good condition" or is missing the controller and/or power supply, it may be returned to you, and you will be responsible for any remaining payment obligations for the original console under the terms of your credit agreement with Citizens One.

If you opt to keep the original Xbox All Access console and purchase a new console with Xbox All Access, you will be responsible for paying the outstanding balance on your original console hardware (but will not be obligated to pay for the remainder of the Xbox Game Pass Ultimate service for the original console).
