You'll need to reach out to support for assistance on this one. You can do that by going to Xbox.com and choosing Contact Us. Then select the request a call back option.

A new account has been created, meaning the email was no longer associated with your account when you tried to sign in. It's likely the account was compromised and your email was removed from it; in these cases I'm afraid it's not possible to recover an account. I apologise for any inconvenience caused by this

It isn't quite possible to have 2 accounts on one email address. Once a gamertag is attached to an email, you can't use that email for a different account. Kindly check the emails you have for where the second account is located.
