And that's where the OPs issue lies as, from they way they describe it, the Brother's account is the parental account (which seems a bit odd as it's usually a parent not a sibling_....and, as it has been banned, it can't be accessed to then change any parental controls

According to the date that was entered when creating the Xbox account, is the account over 18 years of age? I am asking only about the date when you created the account. If your account was a child account, was the "parent" account able to promote the child account to an adult account before leaving the family?

Were you able to play or install any games before? This error usually shows up if the account is being detected as a child which is when you create the Microsoft account then you enter the wrong birth date by accident or you are really below 18 or 21 years old. If you have a child account, you need a parent or adult account to manage your settings.

I figured out it was giving me that because my xbox account is a “child account” because I accidently put in the wrong year so it thought i was under 18
