I'm afraid you are correct, the Office subscription is a cause why a xbox live account can not be moved to a different Microsoft Account, see this link for the other restrictions and how to check it :

You could try contacting Xbox Support (support.xbox.com/contact-us) to double check if there are no other options to move the Xbox Live account to a different Microsoft Account.

Create a new email address that you can use with either account. Then follow the steps to change it. This is the easiest way to free up an email address that is linked to another account.

Thanks for the help! I signed into another account from the xbox and it worked. But why doesn't it transfer to other accounts on PC like it does on the xbox?

The email address associated with your account should be an active address you use and have access to, and you should also have alternative recovery methods in case you lose access to the primary email on your account.

You can sign in to your account online from the following link to change the email address: https://account.live.com/names/manage

If you are unable to access your account settings and don't have any alternative verification methods on your account, you will need to use the account recovery form to try recovering access: https://account.live.com/acsr

You can try this form up to 2 times per day. However, if you're unsuccessful in recovering your account, you will need to create a new account and contact your bank to cancel further payments for Xbox Game Pass.
