xbox 360 xbox live profiles download error 801540A9

Every time I try to download my profile onto a new xbox 360 it tells me Sorry, Xbox live profiles can't be downloaded right now. Try again later. 801540A9. Tried to create profile with Xbox Live and it keeps saying this account is being used.

That just indicates there's an issue with your credentials...could be something as simple as using too many characters for your password (I believe there is a 16 digit maximum). FOund a couple of older threads that may be useful:

I'm sorry to hear this is happening. We'll be glad to assist you further with this, I do have a question I would like to clarify. Since you're attempting to play this game on the Xbox One and it's asking you to sign in to your 360 profile, do you attempt
to download a complete different profile from the one you're signed in to the Xbox one? Reason I ask this is a common thing that happens when It prompts to have you download the profile on what appears to be the '360 dashboard' on the Xbox one you just need
to re-download the profile you have/ are signed in on the Xbox One.

Now, if you're trying to sign in and it is the same account for Xbox one and the 360 and it's prompting you this error code then this troubleshooting article may help further
