Xbox 360 wont update from usb

Hello, my Xbox 360 wont update from my USB, it keeps trying to do it from the internet but I don't have an Ethernet cable connected. It shows Can't Download Update and to test internet connection.

Press the Guide button, scroll to the Settings tab and select System Settings.

Select Storage or Memory.

Highlight a storage device and press Y button. Please note that no matter which storage device you select, this process will clear the cache on all storage devices.

Select Clear System Cache, then select Yes to confirm.

Then try USB updating again

Did you try formatting the hard disk?

Try using another USB flash drive, in case you continue to have problems, another option would be to use a CD/DVD.

I was able to do them but it has made no difference.
