You can change your region setting on your xbox to the US and your xbox will restart and you will be in the us game store where you can purchase games using your American accounts.

if your account says US or any other region then mexico then create a new gamertag for your region and purchase the correct ms points and you can purchase the content

If your unable to purchase Microsoft Points to convert them to Empire Points, please try to get digital Microsoft Points. If you've already done the whole mess and for whatever reason your unable to get your cards to authorize that would be your last solution
in order to actually get points onto your account and use in the game.

There's 2 websites in the United States that allow you to purchase points digitally online, points purchased from these sites are e-mailed to you directly after paying.
